So use the ethereal shout and then immediately blast someone with unrelenting force and then use slow time all in 10 seconds. They all have their own cooldowns. It's powerful but great. But there's a big problem. Being a werewolf or vampire lord seems to break it. After changing cooldowns are reset on switching to anything permenantly. The only fix is to uninstall the mod, save, exit, reinstall the mod. I was hoping there was someone capable who could figure out how to fix this. Maybe by adding a way to restart the mod at will or something.

(EDIT) There is a link to an oldrim version of Individual Shout Cooldown in the comments of this post. It works just fine with no conversion needed. Just manually place the zip in vortex. It's much nicer to use and hasn't given me any issues yet.
