Looking for a couple types of spell mods.

I want to know if either of these are a thing.
- A mod that adds an actual animation where you pull out a book and absorb the spell from it
- A mod that makes it possible for you to learn new spells in the old RPG way by leveling up a skill and being given a list to choose from. So destruction level 21 you can choose one of 3 novice spells and so on.
