How do I edit an existing NPC's stats/skills?

I want to make a mod that increases Ulfric and Elisif's heavy armor skills to be similar to their light armor skills, as I am using the "Ulfric/Elisif wear the Jagged Crown" mod. I can triple click the number next to the skill, but I cannot change the value. What am I doing wrong?

I have Skyrim, Update, Dragonborn, Dawnguard, Hearthfires, and the aforementions Jagged Crown mod as masters (so I can use them and not mess anything up). What do?
