Cerwiden will not follow or be dismissed

Running into an issue regarding the follower Cerwiden: She will not follow me, as if told to wait, nor will she be dismissed. This is particularly odd, as she was working up until now perfectly fine.
Only possible changes were the addition of the following mods:
Anything unchecked in image was installed, but uninstalled to attempt to repair issue
