Is there a mod that reduces the spawn rate of something the more you kill it?

Like in undertale’s genocide route, the more enemies you kill the less they show up. Is there a mod for oldrim that does the same? For example the more bandits i kill the less i encounter them
EDIT: if possible it could also set all NPCs to non-essential
