If using Honed Metal (and say, SimonRim) what other mods could you use that ADD Perk trees or Perk Point "sinks"?

So Honed Metal just makes a lot of sense. Mining then blacksmithing to get higher crafting skill ONLY makes sense if being a crafter is a central part of the character concept.
One imbalance though is that even if custom crafted weapons from Honed Metal are more expensive, you still save 5-10 perk points from investment into these trees.
For me, I'm going to add mods that add perks on completing quests and fractional perk points on completing missives / side quests. So I will have more Perk points per level on average.
Hence... what are some "perk point sinks" that I can add to the game?
