Plug ins show their on but arent

What the title says. I just updated all my mods and SKSE to the newer version. I then checked plug ins and they were all turned off so I turn them on. I launch the game and it says the files I need for the save isn’t present. So I checked and their all turned off. I rebooted vortex and they are back to turned off so I checked again after turning them on and troubleshoot the game, and they are still turned off. Basically everyte I turn them on they turn back off when i exit game
