Help Removing a mod fully

So after installing a collection on vortex and discovering there was a mod that he didn't like, one that changed all the female armors/outfits to be skimpy and immersive, my friend deleted the mod and its patch from vortex and the archive (well, pressed delete from archive option). However, the mod still seems active. Despite closing and opening the game, making new characters, checking load order and such. Any clues how to fix this?
