Gate to Sovngarde - Where are the carriage drivers?

I am in the area around Solitude, which has been revamped by the mod The Great City of Solitude but I can't find any carriage drivers to get to other cities. Where is he stationed and are there carriage drivers at the other cities? I didn't find one in Morthal but I figured that was just bc it is Morthal
