can someone port The Forsworn Legacy to special edition? (https://www.nexusmods.com/skyrim/mods/27369?tab=posts) I would port it but the steam creation kit just refuses to work.

Some of these very old mods don't convert easily or well. I've tried with this one for personal use and never got it working.
If you don't mind everything about it, there is a (pretty disturbing) Lovers lab mod called A Forsworn Story that does let you join the Forsworn and conquer Markarth.
