Has anyone made a Tourette's mod for Skyrim?

So I had the idea to make a mod that basically gives the dragonborn Tourette's Syndrome. It makes them shout a random shout at random points in time. Obviously this would just be a gimmick but I think it'd be pretty funny. I don't have the facilities to make this mod myself so if anyone actually does make it, let me know.
