What vanilla playstyle/build requires the smallest perk investment?

Thinking from a "still able to kill enemies late game" perspective.

Unarmed comes to mind first as its like 3 perks and the rest is your race and gear, but doesn't scale.

Pacifist maybe? Just a handful of points in illusion.

Daggers in vanilla don't benefit from fortify 1H, so get sneak up to assassins blade and maybe like 3 perks in 1H for the power attack and decapitation.

All the combat trees have a hard 5 perk requirement, plus whatever is fancy after that.

Any thoughts?
