Blessing of Parmion?

So I was hanging down by one of the Imperial Camps and I came across a ghost named Parmion. He had two options, but didn't speak. One was Teach Restoration, but it didn't work. The other gave me a blessing called:

"Blessing of Parmion" which makes Restoration spells 1% more effective per every 20 mana.

I can't find anything on this. I don't have a bunch of mods. I use the Unofficial patch and a few others. I have all DLC and Falskaar mod.

It was at night.

Any ideas?

There is a Commander Parmion in ESO, but doesn't seem to be a restoration mage.

"Blessing of Parmion" in Google returns 0 results.

Anyone ever see this guy?
