I have tried removing from fac e0cd9 and recreasing the number to -2 etc but that does not work. It is the bandits you must kill to clear out fort hraggstad. I have walk upto them and even speak to them and they answer back friendly and ask what do you want "little elf" but never attack me unless I attack first and in that case only 1 attacks me the others just run away saying somebody do something.

If this helps I found out I cannot disable them on the consol command and one of their ID is 000d5ef3. So this might mean thet are bugged or something. I am using various mods like Sands of Time and another encounter mod but I ahve never had this problems. I also spawned in some bandits from using CC and they always attack first thing.
