Work around lake Illinata in Falkreath, because it's the safest, has the best weather in Survival Mode, and has the highest concentration of fishing locations.
Starting at Riverwood, first Quicksave (F5) and then fish until any enchanted item is dredged up.
If it's a random enchanted item, then reload the Quicksave and repeat fishing from that same spot.
If it's one of the unique rings other than Ring of the Wind, then move onto the next fishing spot and Quicksave again.
If it's the Ring of the Wind, then congratulations!
I've always done this with the Dwarven Fishing Rod, but apparently it's easiest to do at level 1 so as to take advantage of the limited enchantments available, and thus increase the chances of finding one of the unique rings.

I had no luck quicksave reloading. I spent too long pulling up denstagmer's and mentor's and kynareth's, over and over, before I started removing them from the pool. (then I'd get the ring)
For half a dozen playthroughs now, I've just gone between two fishing spots out of convenience. Change of scenery after getting one ring out of the water.
My luck has ranged from 5th time my line hit the water, to 2k weight in misc junk alone before I found it. (troll skulls, lanterns, flagons, tankards, etc.)
