Obviously I know you can't USE any before then, I just wanna know what words I can learn before then. I'm thinking of doing a silly "challenge" run in the future (in quotes because I've never used shouts as part of my main strategy) where I unlock as many words as possible before doing most of the main quest (also collecting dragon claws and DP masks, 'cus why not?). I have a decent idea from HERE of what shouts from the base game are blocked behind the main story, and thus don't count. I also know you can beat the Dawnguard story w/o progressing the main story, thus meaning shouts from there are also fair game. My main problem is with the Dragonborn DLC. What parts of that are locked behind the main quest? I know you have to talk to the Greybeards to get the cultists to target you, but I've never bothered to go to Solstiem before then. And even then, since the main quest focuses so heavily on you being a Dragonborn, I don't know what things are locked or not.
You might be able to do the dragonborn questline with some trickery, but I'm not entirely sure.
What I have done, is skip the quest Dragonborn (no cultists), immediately starting The Temple of Miraak, by finishing Dragon Rising, learning the first word of Bend Will at Saering's Watch, using it on the Wind Stone (to free the Skaal there), and then talking to Storn Grag-Strider who tells the character to check on his daughter Frea at the temple. (the purpose of finishing Dragon's Rising was to obtain dragon souls to unlock shouts)
What I haven't tried (for the Dragonborn DLC), is the trick for obtaining a dragon soul, before/without doing Dragon Rising. Vulthuryol is hiding in Blackreach from the start of the game. While the character can't use Unrelenting Force themselves on the orange gong to 'summon' this dragon, they can reanimate a draugr that shouts, and bait them to hit the gong. (with Anniversary Edition, summoning a Bone Colossus would work too)
Using that 1 soul to learn bend will at Saering's Watch, I'm actually quite curious if that would work for obtaining all the Dragonborn DLC shouts, plus defeating Miraak.
