Max Level Thieves Guild?

Ok so Ima sidequest first then main story kinda guy lol. But long story short, Im trying to get my Thieves Guild to max level before going to the Sepulcher but damn how many times is Delvin and Vex gonna send me out to each town before the “special mission” for that town. I do the “numbers” jobs and “heist” jobs bcuz theyre super quick and easy. But I swear Ive been to Solitude 20 times this go round and no upgrade in the guild lol!
