Daughter mentally ill. Daughter healthy. Choose.

I have a severely mentally ill daughter (Bipolar/OCD/ADHD) who is in treatment in Texas, and she has a fixation on my healthy daughter, who lives with us in California. On her last visit to us (July), just 4 days before my healthy daughter was to perform at her championships, she attacked her with a golf club, causing enough damage to not only take her out for that competition but all of this season as well. She still claims it was an accident. She sobs to me all the time that she didn't mean to do it, can't she just come closer to home? What am I supposed to do?
