What is the most effective way to stretch your lower vocal range? (Male)

Not quite sure if gender is important, but I've been trying to stretch and increase my lower chest voice by consistently singing the lowest note I can (E2) until I feel I can go a semitone down. I try an Eb in a whisper, trying to increase the volume until I can hit it fully in the chest voice. A few days ago I was able to hit it consistently in chest voice around the late afternoon, and ever since I was able to sing it, save for random times I go about an hour or more without practicing, and suddenly my lower range feels... foggy? I just can't reach my lower notes, it only affects my range from an F2 down, but it strikes me at the times I'm not practicing.

I've been trying warmups and they aren't working, can anyone relate?

What low bass chest note warm-ups have worked for you?

How am I able to increase my lower range more effectively?
