Having trouble after running NAM .bat for win10

I downloaded the steam version of the game and ran it to make sure it worked, then I installed NAM to the plugins folder by running the .bat file after extracting the contents. It said it successfully installed and gave no error messages.
Now the game will start normally, but when I click on a plot of land to start a city it freezes on the loading screen permanently. Any ideas on what will work to fix this issue?
