Missing background connections icon

I've always had this icon showing on my phone. Was never 100% sure what it meant, but every time I started up Signal (after a restart or something) it would show up. I'm guessing it doesn't have to be there, and I can still send and receive messages. I was just wondering why it's not showing now. I reinstalled Signal (no issues with it, just a long story) and now that I've done that, the icon doesn't show. Can I get it back? Do I need it? TIA 🙏
