Cake not moist enough

Usually, I do the BRF tek and never experienced this issue before. This time, I got a grow kit from the local shop, as it's legal here in NL. I followed the directions and soaked the cake initially, but parts of it looks very dehydrated now and the mycelium isn't growing much on those parts. Would it be okay to dunk it in water or would that affect the existing mycelium? It's been over 14 days and no pinheads though the directions mention first ones shoukd show in 10-14 days.
