Does Shortcuts on iOS 15 let you save to any files.app folder?

I’ve always wanted to be able to have a shortcut to save images from the web to a very specific iCloud files folder. Previous versions of iOS blocked you from saving to any folder except a specific shortcuts folder. Obviously this is for security, I’m curious if this is different and iOS 15?
I can't get it to work with this routine. The file never shows when I go into Photos.app on my iPhone and share it to this location.
