NFC home automation without WiFi

I have set up a simple shortcut automation where I scan an NFC tag and it controls a smart bulb through HomeKit. I have done this through the automation section of the Shortcuts app.

My home app works perfectly to control all the lights in my house both on and off Wi-Fi.

When I scan the NFC tag on WiFi the automation completes ✔️ When I scan the NFC tag only connected to mobile data and no WiFi, the shortcut automation fails and states that the device is not responsive ❌ yet immediately I am able to navigate to the home app and control the device fine through there without being on WiFi.

Does anyone have any experience with this issue? Do NFC automations into HomeKit only function when on the same WiFi network?
