Band tail issue.

Hello. So I have a newborn babydoll boy. He was born about 8 days ago. So my gf banded his tail. She did it too high up. Realized she did so 12 hours later and broke the band. Nothing in the rectal area looks bad. But poop is getting stuck on his little butt. Also the tail is swollen. Skin Irritated. And a small little sore where the band was. He seems healthy. But the swelling is concerning. Any recommendations?
