Is this safe to use?

I have an electric razer that I accidentally spilled mouthwash on a couple weeks ago. It went all grimy and after cleaning it today the top part that attaches to the bladehas gone dull with a couple black patches on.
Is it still safe to use this or should I order a replacement head?
Edit dull colpurwise not sharpness
