Trying to sharpen my Civivi Elementum.

I apex, so light strokes to minimize the burr and strop but it still doesn't feel really sharp. I have a 8cr Natrix I can get cutting paper with ease but I can't seem to get this D2 to cut well. What might I be doing wrong?
