How to only apply image effects to fullscreen capture?

In some games like CS:GO I use a stretched resolution, but the screenshot doesn't stretch so I used the resize effect to stretch it so the screenshot looks the same as my game. However, this also resizes any region captures I take, making them look distorted (example: https://i.imgur.com/nEppwMK.png).
Is there anyway to make this only happen with fullscreen capture? There's an option to apply effects to region capture only, but not fullscreen only. Thanks in advance :)
