Allow users to view documents, but not download/save or print them

I have PDF files I need to put up on my site to share with users, however I don't want users saving these to their local machines or printing them as they are sensitive information.

Is there a way through SharePoint 2013 (user end - I don't have access to the server farm, but can get into SharePoint Designer) to accomplish this? Currently I'm doing a painful workaround that involves converting PDF's to images, embedding those images in Excel then loading those up in an Excel Web Part with all options for saving, printing etc disabled. It's working, but it's time consuming and not very elegant.

Any ideas for this?
