Guest Users for PowerApps and SharePoint Question

We have a power app that is tied to a Sharpoint online backend.

We want external users to be able to use the power app, and of course, write read and create data in the SharePoint online site via the Power App.

Can we just use any external email address to our tenant and that account would have to create a Microsoft account if they’re not on office 365 in the first place ?

Are there any charges for using external users? We expect about 100 hundred external users only .

It’s very hard to try and find this information on the Microsoft website .
