Nintendo 3DS Charger?

I recently just purchased a Nintendo 3ds from the States and brought it here with me to Shanghai. It was charging fine at home (in the US) and on the airplane ride here (there was a plug on the seat). However, once I got home, the 3ds refused to charge. I don't know if the charger is charger is fried or if its something wrong with the 3DS battery.
Does anyone know where I can buy a Nintendo 3DS charger here in Shanghai? I want to try a new charger before making a report to Nintendo.
