Aside from dwarves, do elves or humans make better mages?

I recently reinstalled the trilogy and had to rediscover which races excel at what, and I'm considering playing as a mage. I know dwarves are the best candidates for that, but I'm considering an elf for the Etiquette bonus (and Quickness, if that helps with anything) or a human for the 3 karma. I'm also curious if orks would work too, considering they get 1 Body which means more health as I understand it.

And a bit of a different question: Is it better to play the official Shadowrun Returns game or the Hong Kong mod version (IE, SRR but in the Hong Kong engine)?
