Serious question about the Rebellion mechanic...

So with the release of the DLC, I've read a few posts about people first impressions and a thought occurred to me. If they haven't fixed the bug where captain slots are being locked, how will that interact with the "Rebellion" mechanic? I started worrying in the areas where I own well over half the captains available, because so many of my slots refuse to cheat death or give up their position. For example in my Nurnen, I have 7 captain slots filled with eternally dead corpses. So for all of my warchiefs to even have a single bodyguard means I take 6 of the 12 remaining slots, is the Rebellion system going to read that as me controlling half the map?
