All my best Orcs and Legendary scar Orcs are stuck in Minas Morgul. Meaning I don't want to garrison then and stat-lock them where they won't gain new stats. They are level 20 and so am I. Minas Morgul has no Warchief or Overlord positions at all. I would like my best Orcs to be with me to help in other regions but I want them to be able to get better also ...
