Does anyone know if Talking Undead Captains are Rare?

I only ever revived One of my captains just for the sake of Achievment hunting and I made sure he was max level before reviving him anyway after he revived he was able to talk without his speach being garbled can't remember his full name but his title is The Nameless One. (Pun not intended).

He used to be one of my legendary marauders level 80 and now he belongs to the undead now (Still mine just undead) Anyway unlike all the other undead I ever encountered before he is able to still talk mean while the others cannot. Is this Rare?.
