Takes forever to feel anything, immediately overstimulated?

I've noticed that whether it's a vibe or fingers, I experience very little or just about nothing for a whiiiiile when stimulating my clit and surrounding area. Like it takes forever to get going down there, even if im in the mood. And then almost immediately once i do start feeling something, I'm overstimulated and uncomfortable. This has happened with everything I've tried! Most of the time i cant even get enough sensation to hit the overstim phase, and it's frustrating me deeply.

Is this normal/is there an explanation and/or way to work with this? And help is welcome 🥲
