Alter/Mend Question

I know my way around a sewing machine & i’m learning how to use a serger:) I only want to take in the top layer back panel! I also don’t want to take the dress all the way apart, if possible. I pinned it, but the problem is i’m scared i’ll mess up and the flag won’t be straight or not laying flat/: i don’t plan on touching the second layer at all, i only pinned the first layer

The arm holes are small but tolerable. I would just like to raise the shoulders & lengthen the arms. Any advice or suggested youtube tutorials? thank you ❤️
