This ring, lags behind the hand wheel and makes a clicking noise as it rubs against the plastic.

Other important information: Singer Talent model 3323 Slight clicking noise as handwheel turns from this middle ring moving against the plastic. I've oiled the machine, is there anything else I can do to fix this problem?
I've also tried a combination of holding down the backstitch lever and bobbin winding some to try and get it to a position where it doesn't scrape against the plastic but so far nothing I've done has resulted in any meaningful results.
