what is the best type of fabrics that can hold poly fill that’s also safe to be worn in someone’s underwear?

for context, i’m working on making a “willy” prosthetic for trans men. that said, i need something that can hold poly fill without bearding and still be safe to be worn in pants and it’s important that it’s washable!

i got 100% cotton fabric from hobby lobby but it seems that the poly fill is poking right through it :/ i just need a solution that won’t require me to use an interface for the long run. thanks!
