iPhone 11pro Apple locked + blacklisted help

I work for a rental cabin company in Tennessee & in November of 2022 someone left an 11pro Max in a cabin and it was turned it & I KNOW we would have contacted them & they never got the phone. So I got permission to take it. Reset it via iTunes & it’s Apple locked and black listed. I called AT&T about it being black listed and they told me they can’t do anything cause I’m not the owner of the account the phone is linked to and wouldn’t reach out to the owner for me or give me their name. Is there anything that I can do?
