service dogs and county "pet limits"

I have a question, would a service dog count towards my counties "pet/dog" limit? we already have 4 dogs, only two of which are my personal dogs. having another one REGISTERED here would put us in a situation of "rehome or get a kennel permit (which is expensive)" and us registering it in MY name since I'll be over 18 after getting it would still put us over that limit. is there anything, legally, I can do here? do I just need to rehome one of my dogs? I'm unsure if the FHA and things like that even apply here because it's the county and not an apartment complex or anything like that. (doubt it does because it is the county but idk). likely going to cross-post to r/legaladvice
