Licensed therapist said ESA letter was “outside the scope of her practice"

I’m just kind of confused. When I asked her about filling out some paperwork for my university to get an ESA, she told me that she had to ask her supervisor. The next day she followed up and told me that her supervisor had told her that this was “outside the scope of her practice”. She then linked me to those scammy websites that make you pay for a letter, but seemed relatively supportive of the idea.

Aren't therapists supposed to be the ones who write these letters? Or was this just a soft letdown that she isn’t comfortable writing it for me? Do I find another therapist? Do I need to talk to a psychiatrist or my primary care doctor instead?

Unfortunately living in student housing, I can’t bring a pet in without documentation. I have not been coping well without the comfort and grounding methods I learned with my previous ESA.
