weird bathroom issues every morning

My dog (16M), every morning, pees on the floor and then yells non-stop to go outside and finish using the bathroom. And when I say every morning, I mean EVERY morning! He does occasionally go in the house throughout the day, but he normally just asks to go outside. It honestly makes zero sense to me, has anyone else had this experience with their senior dog?
He's a Shih Tzu, if that makes a difference!
