My University's student advising staff is full of the most incapable, inept individuals on this planet.

I'm getting very, very tired of the lack of organization and urgency from the advisors in my University. On August 6th, I submitted a department change form at the advising center in the school I'm currently in in order to declare as a Mechanical Engineering major and to transfer into the engineering school.
After 2 weeks of no acknowledgement of my application (not even a simple phone call or email), I contacted both my advisor and the transfer advisor at the engineering school again. Apparently they never got the form.
What?
So my advisor emailed me back, saying engineering will receive my file today, and a decision will be made soon.
This was almost a week ago. I have received no notification from the engineering advisors about them receiving my file or them making a decision. I can't enroll in Mechanical engineering seminar because I'm not in the school. I need this seminar every semester to graduate.

I'm losing my patience and I'm considering looking elsewhere because I can't stand the lack of communication and organization regarding transfers. A simple file transfer should not take 21 days to complete. It would have taken me 5 minutes to walk down to the advising center, get my file myself, and drop it off ACROSS THE STREET in the engineering building. But no, I can't do that.
My family paid practically double the price for me to take Physics 2 over the summer, per the engineering advising team's advice, so I could declare and enroll in engineering in the fall semester. Well, clearly that didn't happen.
I know that they accepted other transfers with no problems so I don't understand what the issue is.
I am so angry!
