If a girl rejects you, does it means she's testing you or should I just walk away?

Hi, been in a situation like this a few times. Most of the time I just give up and leave the scene. But my gut feeling is there might be a chance this girl is messing with me and trying to test if I would give up on her or not. Happened several times. It's weird because at first they showed some attraction to me in a way (paying attention to me a lot or something.. I'm not an expert..). Does this happen to other guys..? thanks
