If you agree to shipping internationally, is there a bias to closer locations?

I wouldn't mind being matched internationally, but shipping to America is ridiculously expensive, whilst nearly everywhere else is manageable. Is there a bias to closer locations or is it pure random, in which case it'll probably end up being America?
