How much should I spend on my gift?

I spent around $40 last year in return I got a $15 bottle of Vodka. I know it wasn't much but I sent things that meant a lot to me (things from my state) and it was in the interest of my SS.

This year I got matched with someone who didn't get a gift "Oh no! randomuser didn't receive a gift in their last exchange!"

What is the etiquette on how much to spend on someone like this, I have a rough idea on what to get, but how much does one spend or how much value, emotion or thought does one put into a gift for someone in general.
