I am searching on clarification on the WA RCW 46.61.115:

I have seen this law being cited a lot as a legalizing low-speed lane-filtering for bicyclists: Example1, Example2 (control f 46.61.115). However, I've also seen some that say it cannot function this way because both 1a and 1b must be true for it to be legal, not 1a OR 1b. If you can only pass a car waiting to turn left, then filtering stays illegal in 99% of situations.
However, some people say that passing on the right becomes legal if 1a OR 1b is true, and that if you can filter on the right without going off-road or going into the shoulder, then it's legal to do so regardless.
I'd also like to hear some interpretations about what exactly "passing on the right" means. Can you only filter between the very rightmost lane and the curb/shoulder? What if the rightmost lane is a turn-only lane, or a bus lane? Can you then filter ("pass on right") in the rightmost lane of travel, as long as you stay within that lane, even if there is a lane of traffic immediately to your right?

inb4 someone points me towards the Seattle municipal code legalizing lane-filtering for bicycles: Unfortunately I'm not in Seattle city limits, and I'm also not on a qualifying bicycle (Moped/Motor-Driven Cycle, not legally a motorcycle and not beholden to https://app.leg.wa.gov/rcw/default.aspx?cite=46.61.608, so registered mopeds are also beholden only to 46.61.115 just like bicycles)
