The oldest recognizable shanty that we know of is Cheerly Man, which wasn't attested until the 1820s. The truth is that there is very little evidence of what sailors might or might not have sung while working. During non-working times, the closest you'll find are perhaps the songs from John Playford's The Dancing Master, which was an instructional book for English Country Dance published in the late 17th century.
