Need advice on buying a scooter

So, I am in the market for a 50cc scooter that is preferably around $800. I'm going to be using it to go to and from work, which is around 15 miles away, and will probably be going on roads where the speed limit is 40-45. I'm partially worried that a 50cc wouldn't be strong enough for that, but I can't afford any insurance or to get a motorcycle license, which I would need for anything over 50cc in the state of Georgia.
Any advice on what to look for or if a 50cc will even be enough?
